Cody Dumas

Cody Dumas is an experienced corporate attorney focused on entity structuring and governance, complex transactions, protection of trade secrets and confidential information, provider reimbursement and revenue cycle management, and general business advice and counsel.

Cody began his career as Associate General Counsel for a statewide multi-service operation of successful freestanding emergency departments, physician staffing practices, and a management services organization and, most recently, held the position of Chief Legal Officer for a growing hospital health system in Houston, Texas.

During his time in the private healthcare sector as in-house counsel, Cody obtained a wealth of experience in seeing the impact that decisions made from a legal perspective alone can have on business operations. Cody’s personal clientele range from start-ups to established companies with hundreds of millions of dollars of business. Cody now applies this knowledge when working with DumasNeel’s clients and devotes his time and energy to ensuring that clients are best positioned for long term success by working to develop sustainable operational solutions from both legal and business perspectives.

In his spare time, Cody serves as a Director of a nonprofit focused on assisting Texas agricultural students, an investigator with the Houston Livestock Show & Rodeo, and he is a member of Emergency Department Practice Management Association’s (EDPMA) state regulatory and insurance and practice management committees. Additionally, when not advocating for his clients, Cody consults for other Texas attorneys and authors legal writings about business law, including a treatise on Series LLC formations in Texas and the legal development of Texas healthcare law.

Megan Neel

Megan Neel has over 20 years of experience in the healthcare industry and focuses primarily on healthcare business transactions and related compliance. Megan began her career in the healthcare industry in 1999, and by 2006, she was working with several Top-15 pharmaceutical companies on medical education projects, which included FDA labeling compliance issues. After attending law school, Megan began her legal career as the Chief Compliance Officer for a group of Ambulatory Surgical Centers before entering private practice. Megan’s philosophy is that she will take care of the legal issues so her clients can take care of their patients. Some of her clients include direct primary care practices, large counseling practices, and both local & national telehealth providers.

Megan enjoys working with healthcare providers to ensure compliance with HIPAA, Stark Law, the Anti-Kickback statute, FDA regulations, and various other state and federal laws. Megan frequently provides training across the state on HIPAA and general human resource matters and offers HIPAA breach defense services. Megan routinely volunteers her time creating CLE programs, mentoring students and younger attorneys, and is an active member of the Clear LakeChamber of Commerce, Society for Human Resource Management (SHRM), American Health Law Association (AHLA), and the Bay Area Bar Association(BABA).

Christopher Harkey

Christopher Harkey began his legal career working in the catastrophic litigation department of one of the largest personal injury firms in the country before transitioning to an in-house role. There, Chris provided oversight and legal guidance to a multitude of businesses including healthcare providers, commercial real estate owners, and hospitality companies.

In this role, Chris worked on numerous commercial litigation cases involving a wide array of subject matter. Most notably, Chris successfully argued that In Re North Cypress was not applicable to third-party healthcare providers and as a result, he successfully protected his client’s trade secret claim reimbursement documents and contracts. Over the course of his litigation experience, Chris has prepared arguments in numerous state and federal courts as well as the Texas Supreme Court.

At DumasNeel, Chris routinely works with businesses and individuals to resolve litigation matters and guides clients on the appropriate course of action under the law. Solving his clients’ challenges by finding orthodox and unorthodox solutions to novel problems is his raison d’être. In addition, Chrisproactively navigates clients in the decision-making process to prevent potential litigation exposure. However, when necessary, Chris enjoys complex corporate litigation and fighting insurance companies on behalf of healthcare providers and patients. Chris is a member of the Texas BarCollege since 2016, an honorary society of lawyers and judges established by the Texas Supreme Court in 1981 to recognize attorneys who distinguish themselves through their public commitment to enhanced competence and professionalism—less than five percent of Texas attorneys have this honor.
